Collaborative Treatment
We can also offer collaborative treatment with public school counselors and other clinicians. Our team has also provided an effective interface with the criminal justice system. The NY State Office of Mental Health certifies our programs.

Barbara Billings
LMHC NCC Certified
Barbara Billings is a Licensed Mental Health Counselor (LMHC), National Certified Counselor (NCC) through the National Board of Certified Counselors Inc (NBCC), working at The Resource Center since 2015. She worked in Direct Support while completing the requirements for her Masters in Clinical Mental Health Counseling through Walden University. Upon receiving her second Masters she started with the Counseling and Psychiatric Services at the CAPPA Building in Jamestown. Barbara is a member in good standing of the American Counseling Association (ACA), and the Society for Sexual, Affectional, Intersex, and Gender Expansive Identities (SAIGE). Her practice focuses on Trauma & Post Traumatic Stress treatment, LGBTGEQIAP+ concerns & advocacy, and Recovery promotion by means of Individual and Group Counseling.
Rosanna Hatfield
LCSW-R, Assistant Director of Clinical Services
Rosanna Hatfield is currently the Clinical Site Supervisor for The Resource Center’s Counseling and Psychiatric Services (CAPS). She is a Licensed Clinical Social Worker-R. She has worked for the agency in different capacities for over twenty years. Rosanna has experience working with children and adults. She also has experience working with people with Intellectual Developmental Disabilities. She has been trained in EMDR (Eye Movement Desensitization & Reprocessing) & Accelerated and Resolution Therapy to help with addressing trauma. She also utilizes Cognitive Behavioral Therapy and Dialectical Behavior Therapy techniques during sessions. Rosanna received her Master’s in Social work in 2008 from the State University of New York at Buffalo.
Irene Culpepper
LMSW
Irene Culpepper is a Licensed Master Social Worker, completing her Master’s through the University of Buffalo School of Social Work, where she also completed a specialization in working with military Veterans and their families. Irene holds a Family Development Credential through Cornell University and is certified to provide therapy in EMDR, EFT, Equilateral EMDR and Equine Assisted Psychotherapy. Her training and experience with the foster care system, her work with educationally emotionally disturbed youths, extensive work with individuals with substance use disorder, has informed Ms. Culpepper’s decision to use various treatment modalities to address the impact of trauma on an individual’s life course trajectory.

Rachel King has worked in the mental health profession for 12 years. Rachel attended Jamestown Community College (Associate's Degree), California University of PA (Bachelor's Degree), and Eastern Kentucky University (Master's Degree). Rachel has a passion for helping those who suffer from mental health disorders who live and work in her community.

The PROS Center for Wellness (Personalized Recovery Oriented Services) is a personalized recovery program designed to help you conquer mental health issues and live your life to the fullest. Our team of professionals will craft a personalized recovery plan with you. The personal recovery plan acts as a road map to allow you to get the most out of life.
Recovery is a challenging process of change. Asking for help is often the hardest part. In order for you to live life to its fullest, we know you need to be in a safe and supportive environment. At the PROS Center for Wellness, we support you every step of the way.

The PROS Center for Wellness will offer you opportunities to find direction and meaning in your life. Working with your PROS Center for Wellness counselor, you will be challenged to attain higher levels of education. The PROS Center for Wellness offers both structured and unstructured opportunities. You may choose to do volunteer work as part of your recovery, or work a part-time job to increase your opportunities to enter the job market.

What is a Health Home?
The Resource Center Health Home provides Care Coordination services to help make sure everyone involved in an individual’s care is working well together and sharing information that is important in supporting a person’s recovery. A Health Home Care Coordinator is expected to help coordinate not just medical, mental health and substance abuse services, but the social service needs of the individual as well.
How can a Health Home help me?
A Health Home is about improving not just your physical health, but your mental and social health as well. TRC’s Health Home assists you to:
- Get involved in activities to improve your health
- Obtain housing, legal assistance, food and other essential needs
- Learn more about meaningful social and community activities to include in your life
- Positively move from one type of care to another
- Make sure everyone involved in your care understands goals and the care plan created with you to help meet your goals
Who is Eligible?
- Medicaid recipients, including those who are already members of a Managed Care Organization. Individuals who have both Medicaid and Medicare are also eligible.
- Those eligible need to meet one of the following conditions of eligibility:
– Two or more chronic health conditions, such as asthma, diabetes, heart disease, mental health condition or substance use disorder.
– A significant mental illness
– Living with HIV/AIDs

How is it different from other Care Management?
TRC’s Health Home Care Coordinators are trained to consider all of your needs: the needs of the whole person. Therefore, you receive support in areas you may not have had assistance with before including housing, legal and becoming involved in social or community activities. The help you receive is driven by your goals and the needs you identify in meeting those needs.
What are the people that I would be working with like?
TRC’s Health Home Care Coordinator Team are caring individuals who talk with you about your goals, your needs and what will make your life meaningful. They also know where to go and who to talk with in order to make sure these needs are met as quickly as possible and you have the supports needed for recovery.

What happens to my primary care physician and counselor?
TRC’s Health Home Care Coordinator shares the Care Plan that you have developed together with your physician, your counselor and other service providers. The Care Plan explains the work being done by TRC’s Health Home team to support your goals. Every person involved in your Care Plan works together to make sure your well being is a top priority.
What if I am a member of a Managed Care Organization?
Members of Medicaid Managed Care Organizations are eligible to receive Health Home Care Coordination from The Resource Center. Once you complete the application and consent from, the Health Homes of Upstate New York (HHUNY) team will contact your Managed Care Organization to inform them.
Who pays for Health Home Services?
Medicaid pays for Care Coordination services for those who are eligible. It does not cost you anything to enroll.

Children's Health Homes
What is a Children’s Health Home?
A Children’s Health Home is a care management service model where ALL of a child’s caregivers communicate with one another so that a family’s needs are addressed appropriately. The Resource Center will provide a care manager to eligible families, children and youth to provide access to services assuring they have everything necessary to stay healthy, out of the emergency room and out of the hospital. The Care Manager supports services that a family may already be receiving and will help families get new ones if necessary.
Who is eligible to enroll?
Children from birth to age 21 must be enrolled in Medicaid and have two or more chronic health conditions OR one single qualifying condition:
- Could benefit from this level of care management
- HIV/AIDS
- Severe Emotional Disturbance
- Complex Trauma
The Resource Center has experts on staff that will be happy to work with you to determine if a child is eligible.
What does a Children’s Health Home do?
- Comprehensive Care Management

Why would I want to enroll my child in a Health Home?
At The Resource Center, we understand caring for your child can be a complicated and often exhausting experience. In response to the needs of the families we serve, we are proud to have joined together with the Children’s Health Home of Upstate New York (CHHUNY) to provide Care Management Services that put your family first.
Key Point of Contact
We understand families spend countless hours being transferred from department to department trying to get critical answers and information regarding your child’s services. When you enroll in a Health Home, your Care Manager becomes your key point of contact in managing the services for your child.
Service Coordination
Critical to a healthy child is ensuring each service provider works together and always in the best interest of the child. A family’s Care Manager will have access to information on each service their child is receiving, enabling them to stay in constant communication and eliminating redundancy of service. The vast network also provides linkages to related services such as Adult Health Homes and many more.
Compassion
The Care Manager is an independent position that works for you. Following the CHHUNY model of care, this position strives to learn about the unique needs of each family and work with them to make the most appropriate decisions for the family.
Advantages of the CHHUNY Network
Families have the choice to select from a number of approved Children’s Health Homes authorized by the New York State Department of Health. The CHHUNY network, of which The Resource Center is a member, is New York State’s largest and serves 54 of the 61 counties in New York State. This large network not only gives families access to the largest list of providers and care managers, but the services can travel with you.

Community Oriented Recover and Empowerment (CORE) Services
CORE (Community Oriented Recovery & Empowerment) Services are recovery and wellness services for people with mental health and/or substance use disorders. People can get these services right in their homes or communities.
CORE Services provide support that help a person achieve the things they want such as a better social life, employment, or education.
CORE Services are available for people 21 and over who are enrolled in a Medicaid Managed Care Health and Recovery Plan (HARP) and found eligible after a short assessment.
People enrolled in a Special Needs Plan (SNP) may also be eligible for CORE Services.
Community Oriented Recovery & Empowerment Services can help you achieve your life goals and be more involved in your community:
Independence
Daily Living and Social Skills
- Gain or regain life skills like making social connections or budgeting
- Learn how to advocate for yourself and negotiate relationships
- If needed, get treatment and rehabilitation services in your own home
